I have mixed feelings about Cigna is giving their employee's 8 paid hours to do service.
I think that it is good because 200,000 hours is a lot of time and it will make a big difference. I also think that other companies may see what they are doing and do it also, contributing to a larger number of people doing service. It may also may be very eye-opening for the workers. Someone who has never volunteered before may find that they love it.
On the other hand, I think that it can not really be called "volunteer hours" because they are being paid. My dad goes out every year for comcast cares day, and he takes all of us with him. He is not paid to give up time on his saturday off to clean up parks and paint buildings, but he does it because it is important to give back and be a part of the community. Some people may do it just because they still get paid to do it.
